In fiscal year 2025, the federal government spent roughly $7 trillion. It is estimated that each year waste fraud and abuse of federal taxpayer dollars is at least 15%. The question is whether the current system is doing enough to recover those dollars and deter future misconduct?

In 2025, the U.S. Department of Justice reported nearly $7 billion in False Claims Act recoveries involving fraud against government programs. According to the Corporate Whistleblower Center, that figure is far too small when compared with the size of the federal budget.

A Different Approach

The Corporate Whistleblower Center is proposing a significant change: Remove restrictions that prevent the private sector from playing a much larger role in recruiting and supporting whistleblowers who can expose federal waste, fraud, and abuse.

The idea is straightforward. If private-sector organizations were allowed to actively recruit credible whistleblowers and participate in the financial incentives associated with successful cases, there could be a much larger pipeline of significant fraud involving taxpayer dollars.

For example, allowing venture capital firms or investors to participate in whistleblower efforts could create a powerful financial incentive because of whistleblower rewards to identify high-quality insiders with firsthand knowledge of government tax dollar fraud.

The goal would be simple: make it much harder to cheat, defraud, or otherwise rip off the federal government at a scale called for given the enormity of the problem.

The Potomac Two-Step

The Corporate Whistleblower Center describes the current system as a kind of "Potomac Two-Step “a process in which whistleblowers, their lawyers, business defense law firms and the Justice Department operate within an established framework for deciding which allegations move forward and how cases are pursued. In other words, they do not want too many whistleblower cases.

The Department of Justice uses the term "serial whistleblowers" to describe individuals who repeatedly bring claims or provide information about potential fraud. While whistleblowers can play an important role in exposing misconduct, the government has concerns about repeat claimants. The Corporate Whistleblower Center believes the Department of Justice’s attitude about serial-‘repeat’ whistleblowers is wrong and recruiting high end whistleblowers at scale is the only way to really tackle waste, fraud and abuse when it comes to taxpayer dollars.

The Corporate Whistleblower Center believes the current approach of the government locks the private sector out of whistleblowing business, and nothing changes unless President Trump, and the Trump Administration stops this insanity.

The Center's position is that a well-funded effort to identify and recruit credible whistleblowers could potentially lead to the recovery of tens of billions of dollars for taxpayers every year as the group would like to explain to the Trump Administration.
